A '+' vote is to add the video, a '-' to drop it.
To get approved, a site needs to have 7 more positive votes than negative.
Each clip gets 7 days to prove its worth.
Sites with +7 votes get activated nightly and are removed from the list.

The resubmit videos hold videos that were previously active but the link has died.
