Penguin is a rich guy who turned to crime after losing his nest egg (GET IT?). The deformed aspect was largely created by Tim Burton, who likes to pastiche "Hunchback of Notre Dame" into everything he does.

He's also one of TWO not-legally-insane members of the Rogue's Gallery, the other one being Great White, who actively decided to live in Arkham Asylum to run it from the inside. The third may be Ra's Al Ghul, depending on who is writing him at the moment, and how close he happens to be to a Lazarus Pit dunk. He's also the only villain Batman actually respects on a purely professional basis.

The plot arc here has him believing that boy bands are part of the vast extradimensional conspiracy to put Lex Luthor in the presidency. He also gases a dude to death while playing the same song earlier in the series.

Yes, but Batman is kind of the Rand poster boy. He is a billionaire working outside of the law to deal with his own problem with "crime", and if the rest of Gotham City somehow benefits from his illegal crusade, that's not really important to him. His interests are selfish entirely.

Thie thing is that Lex Luthor actually makes far more sense as a villain within Nolan's ludicrously self-restricting, one-hand-behind-his-back "vision". The problem is that Batman himself is the fatal flaw in Nolan's universe... you can't possibly take a man like this seriously when you are consciously aware of the fact that Ryan Reynolds is flying around and fighting space aliens thanks to a magic ring within the same continuity.

These films are nice, but entirely joyless.
