Employees are told to not resist/touch people because of liability and the fact that insurance covers theft. A friend of mine who worked at Old Navy said their policy was basically to let people walk out of the store with whatever they stole.
Now, this lead to some amusing posts on their social media from barely-literates going on about how Old Navy was "full of haters" because they wouldn't accept returns without a receipt.
Normal citizens do nothing because they fear getting sued, injured, acting on misjudgements, or all three. |

Not to mention that it's getting to the point where handguns are just as dangerous as heavier armaments. The Fort Hood shooting used a handgun that's used in the military and law enforcement and (surprise, surprise) does a brisk business in private sales, especially when it's pointed out that these guns can carry bullets that can pierce some kevlar body armor.
The NRA responded that the bullets designed to go through kevlar are illegal, but the Brady Foundation said they'd been able to breach armor with it as-is. The NRA poo-poo'ed their tests, and they replied that they'd be happy to let LaPierre put on a kevlar vest and test it for himself, which (naturally) he hasn't done. |

If I remember correctly, this was when WotC was in Seattle, paying for a huge amount of office space that they were using maybe 1/3 of, and (I can't remember his name at the moment) the CEO or whoever owned it was becoming famous for orgiastic parties and blowing lots of cash on things like Gen Con SoCal.
So yeah, they had a lot of money in the same way that L.A. has lots of highways. It was all being used and probably not terribly productively. |

I like to think that POE is run off of a server that got drywalled up somewhere with no hint that it's ticking away behind the walls of a nondescript office building. It went down because someone flicked that switch in the supply closet that appears to do nothing yet everyone figures it must be important or it wouldn't be there. Later, a mop handle fell over and flipped it back on again.
