Basically, if it's grown outdoors, it'll be hemp fertilizing anything around it. You will NOT find marijuana intermingling with hemp because of the cross pollination issues. Cannabis wants to have higher cannabinol content than THC, so it'll default to hemp, which isn't good for the toker. If hemp were legal, weed would have to be grown indoors if the grower wanted to maintain its chemical effect.
The *problem* with legalizing hemp and thusly marijuana means that the DEA would have to downsize, prisons would have to take actual criminals, the plastics/oil industry would want to cut into agriculture (as hemp makes an excellent source of polymer/fuel grade cellulose and seed as well as an excellent rotation crop), paper companies would have to compete for the technology to process it, and basically rich-enough people would have to work harder to stay rich.
I could seriously do lectures on this stuff (with slides or ppt documents) and as a non-drugger, I wouldn't fear prosecution. Sorry for the length of these comments, but I could spend hours on this subject without the usual zeal of your average smoker, but rather from an economic, botanical, and legal vantage. | | Bar Fight Scene from Dirty Work

Okay, my father is one of the Presidents of the Kentucky Hemp Growers Co-Operative (founded 1944), and I feel that this issue is misunderstood by the public.
Industrial Hemp is *not* Marijuana. They're two strains in the same family, like the difference between poodles and pugs. Industrial Hemp and Marijuana. Both contain two drugs, THC (which you know of) and Cannabinol (CBN). Both act on the same receptor sites in the brain, THC makes you high, but CBN gives you a terrible headache. And, they are found in reciprocal amounts, so if it has 25% CBN, it will have 75% THC.
Now, Industrial Hemp contains 99.99% CBN and .01% THC and absolutely will not get you high. Instead, it will make your head hurt and possibly nauseated. That's why farmers would warn you about falling asleep in a hemp field.
Furthermore, Industrial Hemp will fertilize Marijuana, thereby lowering its THC content dramatically, slowly turning it into Industrial Hemp. One Hemp plant can fertilize for over a mile, a field of which could do more to disrupt marijuana growers than any DEA agent.
You can thank DuPont and the Oil barons for the criminalization of Hemp. They funded and created demonizing movies, like "Keep off the Grass" and "Reefer Madness" and lobbied to have its use be made criminal after Ford labs decided to use a polymer made from cellulose (from Hemp).
If you smoke cigarettes, you smoke hemp. Hemp and flax are the two main components of cigarette paper, which is why they are made in France, Russia, and China, where hemp is legal. Additionally, there aren't "drug problems" in those countries relating to marijuana.
But, overall, it's misinformation to think that if hemp is legalized that anything made from it will get you high. Likely, if it's legalized, pot will become more potent (because it will be grown in controlled areas, probably hydroponically), more expensive, and commercialized. Hopefully by then, though, people will have gotten smart enough to know that smoking ANYTHING is not only a bad idea for you but to those around you, thereby making brownies a viable option.
When smoked, marijuana has ten times the carcinogens as tobacco, but is generally smoked in far less quantity. When you hear that no one has died from smoking pot, that is a fallacy. Most cases of lung cancer are attributed to smoking tobacco, an activity that is generally associated with smoking marijuana, because most sane folks would not admit to smoking marijuana due to its illegal nature.
