It seems there's another possibility: complete and appalling ineptitude of the production team. They heard the title "Birth of a Nation" but know nothing about it (I'll give you a minute to wrap your mind around the idea of under-educated Christian entertainment writing staff), and they thought "Bertha Vanation" was a genuinely clever pun on its own merits.

Or they're dogwhistling to bigots, it could go either way.

When I was 10 I saw this on the local UHF station, and I thought it was a darn fine film. I was especially impressed that Krankor had a sensible political philosophy (rule by scientists), but he was also bad ass enough to kill people by putting them in rockets and either firing them into the sun or just letting them slowly starve all alone in space.

cognitivedissonance: you might be thinking of the Punisher, not Batman. The Punisher is arguably working out his own issues, but Batman is not just about beating up criminals, he also goes out of his way to make sure they are brought in alive (often at risk to his own life), and over and over he puts the safety of innocents first. There is a huge altruistic streak to what he does, which makes him pretty much the opposite of a Rand character.

If you need tag suggestions, think of it this way. Suppose you were looking for this video, how would you describe it? "There's this cute little girl and she's sitting at a table playing with a toy car, and she laughs maniacally when the car hits the ground, like a super villain." You already got "cute" and "super villain" (though you may want to correct the spelling), how about "little girl", "laugh", and perhaps "maniacal laugh"?
