I'm not gonna watch this video. But I am gonna say that if Juggalos are now officially deemed a gang, then that's an accomplishment. Juggalos have turned something universally vile like gangs and given it some positivity. I don't know how many gang members voluntarily pick up trash in their community, hand out turkey's on Thanksgiving, and generally help eachother out whenever possible, but if Juggalos are now a gang, then at least some of them do.

They probably just meet some bureau definition of gang like behavior that is otherwise meaningless to the rest of us, but that won't stop a bunch of people in clown make up from getting all offended.

What that FBI paper has to say about juggalos is quoted pretty much in its entirety here, that certain juggalos have formed actual gangs, although the report also lists Florida as having "Nazi Juggalos", which sound like they'd be perfect video game villains, or the kind of thing Charles Bronson kills hundreds of in a Deathwish movie.
The video leaves out the only worrying line of the Wired article: "Most problematically, since Juggalos evidently believe themselves to be badasses, an FBI report legitimizing their outlaw image will surely embolden them."
