I hope you get to see this some day, i really just noticed this comment now (23d december 2015).

As far as I know this is a wedding or a baptism or something like that, the kid was jut killing it on the dance floor and became the center of attention for everyone.

The money thing is just what you do at these kind of events, if you like the song/performance just throw money at the performer, or put it in his collar, sometimes stick it on their sweaty foreheads.

It's not really as creepy as it looks from a western perspective.
