Neither do I, but after looking at the code for a few minutes, it strikes me that the submitter part just takes the code ID from the URL you submit and plugs it in to the base URL in the code above. When it fails, it looks like this.

Where everything up to and including the p: is crapola.
I'm guessing that the submitter code is rude and crude, and being confused when there is anything in the URL after the ID. That's typically the case if you just pull an URL from a Youtube video frame. It's got a little bit of extra crap on the end.
But, can one really expect user friendliness from a Portal Of Evil?
