I can't tell either. The narrator has a pretty ironic tone in his voice, and some of his points are pretty absurd, yet he keeps going and going and going.

The tone of this video is just so overtly sarcastic that I have a hard time buying that this narrator is at all sincere.

Actually a lot of conspiracy theorists have that tone. They aren't quite as over the top as this, but they think you're an idiot if you don't believe their explanation for how the world really works.

Having sat through a feature-length 9/11 documentary a conspiracy theorist friend forced me to watch, he got the style down right. The sheer number of times he repeats "now you know why" and "why do you think" was making me laugh after a while too. Especially loved the tangent about the animated movie "Nine".
