I have to think that there's a specific disheartening moment in every young senator's life where (s)he realizes "Actually, no. Whatever rhetorical devices I may use, and whatever seemingly sound ideas I may try to express, literally nobody, not the American Public, nor my colleagues in the House will care in the least what I say, and every speech I give is irrelevant and is simply grandstanding that slows down an already lugubrious process."
That is followed by another point where the Senator realizes "If that's the case, I think I'm gonna say this..."
