Yeah it's Pi Li Ru La which is an old Taito side-scroller never released officially in NA for obvious reasons. Soundtrack by Zuntata, though I'm guessing it's not a soundtrack they get too many requests for.

Personally, my favorite part of the game is when you use your super-powered screen clearing magic, random things will happen. These range from the boring (the screen flashes and everyone gets hurt) to my favorite one wherein you summon what appears to be a superhero who wraps every enemy in cling film and throws them into a microwave, instantly killing all enemies no matter how much health they have.
