Why can't they just build those instruments in a vertical position on a normal ship?

Because a normal ship is not a stable enough platform for making certain measurements.

I remember seeing this in my old "World" magazines as a kid.

My brain, which loved scaring the crap out of me, would ask itself "so what if you were trapped on the bow when it flipped?"
C'mon, Boat Army, what does this REALLY do?
This boat would make a great prop for practical jokes against pirates. Wait until they fire a warning shot then start "sinking."
