I think it's another lazy attempt to equate Obama's presidency with historically unpleasant events. A lot of the dissent against Obama is simply because he's a Democrat, and when Bush was president there was a ton of dissent from the left so it's only fair that the right returns the favor.

That, and a Republican president started the wars we're currently in and did its level best to cover up any negativity, so he might actually think the Iraq and Afghanistan wars are somehow legitimate. It could also be seen as not supporting the troops or something. I don't know how the Tea Partier brain actually works, so that's just a guess.
