I'm not complaining. I love it when the internet idolizes a beady eyed meatslab on the basis of a thirty second video, given context by a three sentence description. Ratface sure got "troll'd" hard, amirite?! Boom, My Little PWNY!
The only thing that puts me off Zangief is, how big of a putz do you have to be to get bullied by a kid four grades behind you?
Let me don my top hat and monocle for a moment and allow me to closely scrutinize the matter at hand:
Firstly: bullying is usually performed for an audience, and thus we need to establish herein who the audience is. In this case, it seems obvious that the audience here is the infants with the cellphone cameras, who are in fact cheering rat boy into hitting fatso. Fatso is quite obviously alone and does not have his support group or audience with him. From this, I infer that the alleged bullying at the hands of Fatso did not actually occur, but is merely ratboy being deceitful in a pitiful attempt at gaining our sympathy post-facto.
Secondly: let us entertain, for a moment, the notion that Ratboy's claims were indeed true, and that he had been taunted by fatso and thus he went over and hit him. A weakling, when mocked and humiliated by someone older and heavier and stronger, may very well explode, but when he does, he would usually act like someone who explodes: impulsively and in a fit of furious anger, thus going in quick and hard with all strength he can muster. Rat boy here was actually calm and collected, and even taunted fatso several times. Meanwhile, fatsos demeanor is neutral, obviously not happy but it definitely does not resemble that of a bully in any way. Thus, the theory of ratboy being bullied continues to lose credibility.
Now, it is true that it would seem unlikely that ratboy would, on his own, attack someone older and much heavier, because (especially in retrospect) it seems a vary unwise decision and a gross miscalculation of warpower. That is, unless, ratboy felt comfortable and safe as part of a bullying crew.
My hypothesis, gentlemen, that I thus present to you is: ratboy is a rebellious child (his parents are divorced, his father looks like an alcoholic or at least someone with some kind of emotional/psychological problem that makes it hard for him to look presentable and groomed even when knowing he will appear on national television; he got a piercing at a young age because he wanted to look tough) who is extremely lonely and looking for some approval and guidance. Ratboy is interested in being a part of the bullying crew, and thus tries to impress the school's bullies by running at the mouth. The bullies find ratboy amusing but don't take him seriously, and come to perceive him as a potential source for comedy. The bullies convince ratboy to taunt Fatso, a lonely marginalized kid, and thus ratboy, seeking approval, makes a series of very unwise moves. The rest, we all know.

I like it. So basically, both Ratface AND Zangief were victims here, hapless puppets being exploited by the bullies. Bullies who wanted to dine on the terrible fruits of their social engineering, without actually putting themselves in danger. The real bullies are the ones behind the camera.
The real bullies... are us.
Inbred ratface got told in the language he understands: violence.
