That's actually Ben Elton, the head writer for Young Ones (and Bottom, and Blackadder and some other good BBC comedy)

Yes, this was a little side-segment on "Young Ones". Rik was watching it because it was "here and now!" (that's him kicking in the TV)

This is from the first episode of Young Ones which was actually a pilot, so you'll notice it has a slightly different tone than the rest of the series (Rik is somewhat darker of a character), but it was aired as a first episode as the rest of the series had been commissioned before it aired.
