I assume this is a cell phone game
but it really Looks like an old Dreamcast game, specifically one by Sega's AM R&D dept 2. The way the simple polygons for the flag carrier go together, the texture maps, even the sprites for text that appear on the screen and the menus all feel like their normal work for the Saturn and Dreamcast. seeing this has awakened the old feelings! I'm going to go play some Virtua Fighter 2 for a while, and then some Daytona USA, and then some motherfuckin Shenmue!

The Flagman had some "idle animation" in the original OUT RUN arcade game & Sega Master System version too, wait a few seconds and he'd angrily point at the car and then he'd turn his back to you with his arms crossed.

Also, OUT RUN 2006 COAST 2 COAST (as well as the unexpanded OUT RUN 2) is legitimately one of my favourite video games. It was more or less exactly the "modern" version of OUT RUN I had always wanted and even had literal dreams about. Some purists hate the drifting, but it's not about realism, it's about the pure fantasy of owning a Ferrari. (You want sim handling, play Sega's FERRARI F355 Challenge, a game that lives up to the title.) I think the graphics hold up pretty nicely too, yeah you can see the polygons on Flagman if you zoom in on him, but he's not meant to be zoomed in upon.
