It's still plenty weird with context. Short version is, it's from a bizarre movie put out by the Hello! Project, a corporate agency responsible for managing and producing a crapload of prefab JPop girl bands. The cast is taken from Morning Musume and Country Musume, their two most successful acts (there are a number of Morning Musume clips here on poeTV, so tag suggestion: Morning Musume?)

It's like if The Monkees or Menudo were Japanese school girls, and then they made a movie about mannequin sex and magical space aliens.
