No, this is a custom modification. It is not what they look like now.

The Hippos WERE changed a few years ago, that much is true. But their character models do not appear to be emaciated - instead, their canonical names have been altered and their color shades lightened. I checked out BoardGameGeeks, hoping to find out more about these changes and possibly even uncover some drama, but apparently Hungry Hungry Hippos is frowned upon in that community.

That's because you don't have to roll dice and do calculations on a graphing calculator to get the hippos to eat marbles.
