I'm pretty sure this is one of those truncated cut up revisions of the original work, a la Robotech and Voltron. Tezuka knew how to make a cartoon for kids, but he didn't fuck about with his social issues, you can see this exact theme more clearly exemplified in manga like Ode to Kirihito.
