I worked for AOL for a couple years and your answer is basically yes. You have no idea how phenomenally stupid people were in the 90s when it came to computer technology. It took a special kind of rigid, willful ignorance to be as inept at using a computer as most people I encountered were.

MS-DOS command line to Windows curve. The best analogy I can think of at the moment would be if all computer interfaces went from moving windows and applications with a mouse on a screen to taking your fingers and manipulating, seeking graphical symbols of files or windows on a touch screen without a "start" button. Basically, trying to teach everyone Windows 8 in a world where smart phones never existed.
