I guess it was local, but this guy reminds me a lot of this guy on public access named Jim Spagg. He was a "comedian" but most of his "act" would be roaming the streets of 1990s Portland in nothing but like an XXL shirt, which covered his junk. Many times, the shirt would not cover everything.
His jokes were non-sensical, and he'd do these interview segments at various public events, with catch phrases like "muff diver" and "holy moly gargonzoli" flashing at the bottom of the screen. It's probably easier to explain if I find it, if it's not already on here.
He passed away some years ago, so leaving a gap in the public access world that could never be filled. RIP Jim.

I love Daniel Songer. Whatever he is, he strikes me as authentic. I'd be cranking out Daniel Songer remixes almost as enthusiastically as Catie Wayne remixes if he could only get a decent camera and keep it in focus.
One of these days, it's going to occur to him to do his routine in drag, and that will be awesome.
