The answer to your question is yes and no.

Korea is extremely humid, as most of Asia is. Whereas I did not see business attire vests in my time there, I most definitely did see vests in the fishing vest style, usually bright neoprene yellow, or orange. Usually, extremely lightweight. I never saw the point of them.
