This is a popular fraud now. What you do is pack the board with your friends and relatives ( in this case, his wife ) then draw massive salaries and pay all your expenses through the charity. It's also possible to donate your assets to the charity which gives you a big write off and you still control the assets.

In the past, it was very hard to get 501c3 status and the feds looked very carefully to make sure none of these shenanigans occurred. But, GOVERNMENT REGULATIONS HURP DERP and these days even punters like the readers of this site could get the status for about 400usd.
