Check the Air entry. 3 000 000 volts per meter to cause dielectric breakdown (an arc through air in other words). 10 000 volts at the distance in the video shouldn't arc like that.

Oscar Wildcat - 2014-09-10 It is in fact a pretty cool little tesla coil, the "gun" styling is hilarious. It looks to work: you can see the little spark gaps he's got in the back of the pistol glow when the device is in operation. That discharge is exceedingly feeble: I'd volunteer for a zapping.
