Apparently, that kind of tongue flapping is what Billy Goats do when they're in rut. So basically, this is 13 seconds of a goat going "HEY WHO WANTS TO FUCK?!?"
It's entirely possible that the goat can think it's talking. I'm pretty sure my cat thought she could talk to humans.
They all do -- ever notice how infrequently cats meow to one another? Meowing is how they interact with apes they recognize as extremely verbal.
There was research done a few years ago that used spectral analysis to determine that cats mimic the timbre of whining babies when they are trying to communicate with us, but not under any other circumstances that were observed. Coevolution.
