I remember there being a long running fan made Dr. Who on Seattle public access. It starred a kind of butch chubby woman with blond hair as Dr. Who. I love this stuff, not for the quality, I just like when people get together and make things without any resources (or talent, necessarily).

I believe the worst of these sort of fan films I ever saw was on public access; it was somebody's homemade Star Wars shot-on-VHS movie which was roughly ten minutes of some college kids in cheap homemade costumes running around what appeared to be an abandoned strip mall, pointing toy stormtrooper rifles at each other and shouting awkward dialogue.
