a lot of old school dictators like Gaddafi were flying in celebrities to entertain them even up to recent times, so I think it's more like he's corrupt and Seagal is gung ho about Russia and all of its former territories. He has been pretty vocal about his support for Putin. So much so that Putin actually asked that Steven Seagal be a special ambassador to Russai.
