You just know that if any other game (except Saints Row) tried to pull something like this, it would be called out having a bad AI and broken mechanics.
But.. but... JAPAN! Anything Miyamotozaki does is RIGHT AND TRUE.
No but seriously this game series has a weird history of both taking itself too seriously and not seriously enough, and the game gives little warning when you're about to start getting the fourth wall broken or fighting a gigantic Alex Jones Proxy in TV-land.
My favorite MG mindfuck was the Vampires vs Zombies minigame in MGS3. Also, MGS2, when the Colonel tells you to shut off the console and go outside. My friend got to that radio message at like 2 in the morning, thought it was part of a puzzle (like the controller-port switch from MGS1), and did precisely as he was asked.
