I watched the show every week and I don't even remember this plot developing. I just remember "Troi and Worf are dating" suddenly popping up at the start of the series finale.

There was a story arc for a while in which they played with the idea of Troi and Worf getting into a relationship, and this episode was part of that. In this episode, Worf keeps jumping between parallel universes in which things are slightly different. In one of those universes, he's married to Troi, and it sort of freaks him out.
