I wouldn't put it in the same park as Death Wish 3. It's a fairly by the numbers, low budget revenge film. It's not particularly exciting (although there are a few decent practical stunt scenes and things like that) and it's nowhere near as batshit crazy as Death Wish 3.
It's more of a funny/awkward type of bad movie than one that's legitimately entertaining in a kind of full-bore way, the way a Cannon movie be or something.
