You can tell this was animated in-house by Bill Scott, because the facial gestures are extremely fluid and the limousine visual is detailed. Jay Ward only animated things in California when he wasn’t paying the bills. The actual show was animated in Mexico.

FUN FACT FOR BETAMAXED: Jay Ward gave a lot of money to Toei to build a studio in the late 50s, intending to kickstart Japanese animation. Three months before Bullwinkle and Rocky was supposed to start animating, he sent Bill Scott to Tokyo to check the progress, and found Toei hadn’t even built the building the animation was to be done in, and it was just a chalk outline on the grass. So, Ward cut his losses in Japan and didn’t fight over the investment, because he didn’t have time. He set up a studio in Tijuana and had to train a staff of artists in less than a month, this is why the first season of B&R is ROUGH AS FUCK.
