The stated goal of the program was to more than double the chance you could hit someone at 300 yards. While this seems arbitrarily high, it's what you need to justify something as massive as changing damn near every NATO rifle. None of the rifles meeting the standard, and the collapse of the Soviet Union meant that no-one particularly cared to develop any of the technologies further.
