There was a secondary reason for this, and it was actually EXTREMELY far sighted: Eisner accurately foresaw the inevitable privatization of the parks system. It was also why he wanted California Adventure, in that the plan was to consolidate the entire California tourist industry into a central hub, which was meant to be on the waterfront, from where they could launch cruise ships, bus tours and helicopter excursions from a central location. This was why they bought the Queen Mary.

Look up Disney Vacations, and part of this has been accomplished. You can buy a Disney travel package to anywhere in Europe and have a Disney trained sherpa to smile at you.
