so they add 5 units of "affordable" housing to a project where they turn 100 units of housing into 15 luxury apartments. But only if they feel like building the affordable units. They could just pay a small fee instead. Also most of the luxury units will be uninhabited as they're merely investment purchases.

Not even Stalinist Russia was able to get rid of every trace of a market economy. There's no such thing as getting rid of Capitalism, only reducing its worst impulses with Socialism. Every functional economy is a mixed economy to one degree or another. The impulse to just Kill All The Bankers is very seldom successful, easily hijacked by fascists, and usually has a decades-long refractory period of anarchy, collateral mass murder and autocracy.
