The Indian Supreme Court finalized the settlement back in 1991, which included immunity from criminal suit. They later went back on that part of the deal, but even consultants hired by India concurred there were no grounds for extradition.
Anderson was kidnapped last time he went there as an act of good faith. Not great incentive to go back. Dow/UC has very little to do with it at this point. Crazies refused to be placated with anything less than Dow personally capturing Anderson and deporting him to India to face a kangaroo court.
