It was the tenant who lived in the basement. The actual owners of the house were on vacation in Pakistan - so imagine having to come home to this.

What I don't understand is that it took so long for the fire department to arrive when they had already called emergency services to let them know she was setting fire to the car and the garage.

15 minutes is pretty good response time for suburbia/exurbia, which Pickering is. In central cities it can get down to 10 minutes average but not much better than that.
