The government literally pays studios and networks to crank out "very special" episodes of shows aimed at kids.

These episodes are always garbage because only the most desperate of writers will do them.

My favorite example of this was an episode of Buffy the Vampire Slayer with the incredibly subtle title, "Beer Bad." Buffy goes to some frat parties where the beer turns people into actual monsters or something. Ha ha, metaphors. The show's budget was cut during that season so they thought to make up the difference by writing this mess and getting some of that government money.

Then after the episode was completely made, the government refused to pay for it because the story was "otherworldly nonsense." And so the Buffy crew were left with a shit episode, no money to show for it, and worst of all, they had to work under Joss Whedon.

Buster bottles Plucky and takes out his eye.

This almost didn't get put on DVD; Warner only changed its mind when everyone yelled at it. I wouldn't be surprised if literally the only thing that changed its mind was 'you'll look like Disney'.

This episode imprinted on the MPREG culture heavily.
