The answer to both questions is: Japan

I already posted way too much above, but... It's kind of convoluted!

Touhou is an insanely hard bullet hell shooting game and, because its cast is essentially 100% female and has a wee little bit of odd and insane plot, it has very crazy fanboys. There's a Touhou only convention in Japan where people sell Touhou only stuff, and IOSYS's music and this flash, I think, are both products of that.

In short, Touhou is really nothing but lunacy no matter where you look.

Yeah, as near as I can tell there are at least 9 Touhou games so far (pretty much the same engine, just with a rotating cast of cute anime girls) and somehow it involves collecting -- in this case, collecting spell cards, but getting the cards requires some ridiculous combination of skill and luck.

In other words, it's catnip for the Japanese, the only society built on autism.
