Pretty much every "enviro-toon" had some villian who wanted to despoil the environment just because they wanted to. Captain Planet was not the only offender in this area.
Also, that's some of the most low-quality animation I've seen. What is it, 4 frames per second? It makes the cheapest 70's Hanna-Barberra hackwork look lush and detailed.
