I remember thinking this movie was a wicked parody of both Price and "The Abominable Dr. Phibes", and a hell of a lot of fun. I could have submitted it for SFW fetish week, because the internet ruins everything.
The cop car is chasing a decoy Vincent Price who is a member of his army of antifreeze-swilling hobos.

This movie's a little love, and I'm glad the rumors of a remake (which I heard about a week after his death, as if they wanted to be extra insulting) turned out to be for nothing.
