Harry Lime needs an actual costume when in his Thirdman identity. Shoes with utility tassles aren't enough.
Devote some time to his origin. Show the first time he drank diluted penicillin and it gave him his powers (such as telescopic vision, shadow-blending, heightened stomach acid, and irresistibility to cats).
Since they didn't show Thirdman clearing Harry Lime's name in the first film, I assume they were planning to do it in the sequel, but it's probably time to reboot the franchise.
