If this were a real anime, all the poverty on Earth would be caused by like six guys, who all have superpowers. Rei would kill them all and then it would rain food or something.

If this were a real anime, the main character would be a 10-year-old girl, the talking dog would reveal that he's actually a 10-year-old shape shifting boy (but only after having seen the main character undress at least twice), the starvation would be solved through fanservice and giant lasers, and at least one of the villains would be another 10-year-old girl who would be beaten into turning to the side of good.

Also, the music would be better.

I love how every possible anime cliche in terms of art style is used up in the first few minutes. Of course, it works for just about everything Japan puts out so, go for it.

This particular piece of anime horror was produced in Singapore. The manga it's based on was drawn by the worst artist in Hong Kong, (or possibly Korea), and sponsored by the World Bank.

I'm pretty sure Japan had nothing to do with this one.
