Not really. Debra Hill and John Carpenter wanted to turn Halloween into an anthology series where each movie was a different Halloween themed horror story. They no longer wanted to do the Myers story, so they left after this one when it became obvious the anthology idea would never work since the rights owners wanted to go back to Myers with part 4.
This movie is absurd even by 80's horror standards. Irish industrialist steals Stonehenge rock to make computer chips to put in Halloween masks that make insects come out of people's heads. Bad character actors investigate.
A decent idea, but they totally blew it in the execution except for a few small bits with the sinister company head played by Dan O'Herlihy.
