The closest I could come to this without modding was a full on 100% chameleon suit - 2 rings, a necklace, a robe and a hood each with 20% chameleon (requires 5 filled black soul gems, and about 6500 gold total for the enchantments). The whole rest of the game you can sucker punch anything and barely get noticed. Monsters won't notice you. Thief and Assassin jobs are pie. You can sucker punch people in the Arena and they go "must have been hearing things."
Even the blind monks won't notice you, proving that they're not so blind after all. The game becomes pretty broken if you do this.
