Here is what I at least THINK the fuck was going on in that story arc.

Hell has a massive jailbreak and several dead villains attack en masse upon returning to earth. An old whose who of bad guys teaming up. Every cartoon series has one of these.

And I guess for comic relief Hitler escapes from Hell too.

Of course, Hitler escaping hell means that Hitler had to exist in the Dragonball universe at some point.

And I know I'm digging my own grave just by saying this, but wasn't the Red Ribbon Army supposed to be a spoof of the Nazi Party? Eh, whatever. The movies are not really considered canonical and DBZ is dumb anyways.
