The latter. There were so many more creative ways to use this. Plus they giggle compulsively at their own antics, even when they don't get a reaction.
The good one was at the movie theater and the big black dog who looked surprised as shit. After that it got pretty boring and these guys are dickholes.

-1 star for no violent reactions. -1 star for getting a bit repetitive and no-one falling dead of a heart attack or dropping something expensive.

There aren't very many jumps, just people look at them annoyed. And the couple at the bus stop... it doesn't work if the people are ALREADY FUCKING LOOKING AT YOU.
