FatFatuousNation I think those are Inuits (Canadian Native Americans). I have a hypothesis about them.
Given:
1) Their parents and everyone around them were constantly drunk when they were growing up.
2) You develop your accent from the way people speak as you grow up.
3) The drunken slur is as distinct a way of speaking as a more traditional accent.
It follows that:
-Intuits always speak drunkenly, even in their rare moments of sobriety, because that is their accent!
