You have to love his justification: "I regret handing out bribes on the House floor, but remember, its not a violation of the rules, and its been going on for a long time." In other words: I regret getting caught, but it really isn't wrong, and everyone else is doing it anyway.
We're trying to stop it...except for that one time that I did it if front of everyone. Other than that, we're going to get right on it.
