Oh Christ, the same old faerie tale bullshit about how things should ideally work in a perfect world. The economy, the financial fabric of the nation and perhaps the world takes second place to PUNISHING THE WICKED and rewarding the Santel-- I mean the righteous.
Well this utter backtrack is called 'saving face', which everybody's gotta do, so I won't fault him too badly.

He sounds like a grade schooler warning that it's not fair that some of his friends are on a school lunch program when in fact it's because they wouldn't eat otherwise. And he doesn't seem to understand that, were his perfect vision of fairness enacted, the guy paying his mortgage on time would get hurt even further by an even worse economy.
Too bad they didn't show the ending, where Gibbs holds up the hard copy of the plan and points to it, thus executing the master stroke.
