This is pretty old and, unsurprisingly, he didn't tell the whole story.
What happened basically was that Obama had declined being on Reilly's show (this was long before the interview they did together), so he made a big stink about FACING OBAMA at this event. He showed up and was a complete dick to everyone and what actually happened is that he tried to rush Obama while he coming down this line. The guy in the video, who was part of the security for the event joined with the other security guys in stopping him (which is why those guys are already there pushing OReilly back). OReilly acted like this for his cameras to make it look like the guy was doing something he shouldn't have been, etc.
This is was big-ish when it originally happened, and there was video from another angle by someone unrelated to OReilly what happened.
